Two different purposes
A certificate of origin supports a statement about the origin of goods. A preferential proof of origin may support a buyer’s claim for reduced duty under a specific trade agreement. A non-preferential certificate serves a different purpose, such as a commercial or destination requirement, and does not itself establish a preferential duty rate.
Ask the buyer which document is needed and why. Confirm the destination, proposed tariff classification and agreement before selecting a form. Form E is associated with ASEAN–China preferential trade; it is not a universal certificate for every export market.

Shipping from Thailand is not enough
Origin is assessed under the relevant rules, not simply the seller’s address or loading port. Some goods may qualify as wholly obtained; manufactured goods may need to meet a product-specific rule involving processing, tariff classification changes or qualifying value content.
Using imported materials does not automatically disqualify a product, and local packing does not automatically make it Thai-origin. The exact rule, calculation method and supporting facts matter. Ask for an origin review before promising preferential duty to the buyer.
Goods bought overseas and merely stored in Thailand should not be described as Thai-origin just because the export invoice comes from a Thai company. Establish the origin treatment for the actual goods and movement.

Prepare the production evidence
- Product description, classification and manufacturing location.
- Production process and the manufacturer’s supporting statements.
- Materials or component information, with origin and purchasing records where relevant.
- Costing or bill-of-materials evidence when the applicable rule requires it.
- Invoice, packing information, consignee and transport details for the shipment.
A trading company may need evidence from its manufacturer. Arrange access to that information early and agree how commercially sensitive records will be supplied. A supplier’s simple “made in” statement may not demonstrate that the agreement’s rule has been met.

Choose the right issuance route
Check the current issuing authority and application process for the required document. Thailand’s Department of Foreign Trade provides certificate-of-origin services. Some agreements allow origin declarations by eligible or authorised exporters, subject to their specific requirements.
Self-certification does not mean any exporter can write an unrestricted statement on an invoice. Verify eligibility, registration or authorisation, the prescribed wording and the evidence-retention obligations. Do not reuse an origin declaration from an unrelated shipment without checking it.
Review names, quantities, descriptions, invoice references and origin criteria before issue. Third-party invoicing, transit through another country, replacement documents or retrospective issuance need agreement-specific checking; do not assume the same treatment under every FTA.

Give the buyer a usable document
Agree whether the buyer needs an electronic record, original certificate or other accepted evidence, and when it must reach their broker. Share a draft early enough to correct discrepancies before the import declaration.
Issuing a certificate does not guarantee the destination authority will accept a preference claim. The goods, evidence, transport conditions and import claim still have to satisfy the applicable agreement. Keep the origin review and shipment documents together in case verification is requested later.
For the first shipment of a product, build origin preparation into the lead time. Repeat shipments still need checks when materials, production, supplier or destination change.
