Paperless Customs

Thailand has implemented a paperless customs clearance system to facilitate faster and more efficient processing of imports and exports. Here are the key components and forms involved in the process:

  1. Registration: Exporters and importers must register with Thai Customs to use the paperless system. This can be done at Suvarnabhumi Airport or through the Thai Customs website.

  2. Required Forms:

    • Import Declaration (Customs Form 99 or 99/1): Submitted manually or through the Electronic Data Interchange (EDI) system.

    • Export Declaration: Submitted through the e-Export system for air shipments.

    • Supporting Documents: These may include the Bill of Lading or Air Waybill, commercial invoices, packing lists, and insurance documents. Additional documents such as Certificates of Origin and Import Licenses may also be required depending on the goods being shipped.

  3. Duty Payments:

    • Payments can be made through various methods including cash, cheque, electronic fund transfer, and electronic payment systems like the BAHTNET system and EDI. This ensures flexibility and convenience for businesses.

  4. Document Verification: The customs system verifies all submitted documents automatically, reducing errors and speeding up the process.

Form E

Form E

China is a key location for imported goods. Today, we'd like to introduce an essential document that importers from China should be familiar with.

FORM E is a certificate of origin for goods produced and exported from member countries within the ASEAN-China Free Trade Area (ACFTA), granting special rights to reduce customs duties. It's established to promote economic development, trade, and investment among member countries, comprising 11 nations: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, and China.

The special duty reduction rights don't cover all types of goods. Importers need to check the customs duty location to determine if their imported goods are eligible for FORM E tax exemption.

At this point, you might wonder if your goods are eligible for this privilege. We can assist by verifying whether the goods you intend to import qualify for duty reduction and by checking the documents to ensure proper tax exemption.

Tax Calculation

Calculating import tax is essential knowledge for importers. The Customs Department calculates import tax using the CIF (Cost, Insurance, and Freight) value as the base.

Special Notes

  • The minimum value of goods subject to import tax depends on the legal requirements of each country.

  • The HS Code (Harmonized System) is a global standard system for classifying goods with a 6-digit code, created by the World Customs Organization (WCO). This system ensures accurate classification and identification of traded goods. You can download the customs tariff at www.customs.go.th.

  • Knowing the formula allows you to calculate the payable tax and incorporate it into your costs, enabling you to set prices without the risk of loss.

  • But... if you're worried about making errors or don't want to deal with the varying import tax rates of different countries, we offer shipping services that act as an importer, handling the clearance of import taxes before delivery. You can be assured that your goods will pass customs procedures correctly and swiftly, eliminating concerns about additional tax payments!
